No tug, so she's not completely immobile if there was a breakdown and drifting. Or is the story still plausible if she returned from the Indian Ocean under her own power?
 
Actually, 22 knots is a fairly brisk cruising speed. Most naval ships typically have a cruise speed around 18-20 knots.

These PLA Army amphibious units with their obsolete equipment from Mad Max style modified APCs to individual troops' helmets, and likely deficient training, show the flip side of the resourcing compromises that gave the PLA their CVs, J-20s, and such. Now and then it's important to remember that this level of development still represents a large proportion if not the vast majority of PLA forces across all domains, not the units with cutting edge equipment and training.
