As I wrote, I don't think it's anything near fully real, but I've been around for enough new developments to interpret the rumours for this semi submersible ship to a similar standard of past projects.
For example, back in like 2011-2012 the rumours for 055 were similar. For J-XX/J-20 in the mid 2000s it was similar as well.
I would advise you to keep an open mind.

The designer died of cancer in January 2016Someone managed to dig up a journal paper written by the designer, much like the paper written by Dr. Song on J-20. I would say the existence of such a project is confirmed. Whether ships of this type will actually be built is another question.

It probably can be built to dive to depths of 50-100m without having to spend too much, though if it uses conventional propulsion and its submersible time is limited by the batteries, it'll probably be a submarine in these sense that it spends most of its time transiting on the surface, like a WWII submarine (though it has a carrier group to protect it).
Then question then becomes, will it be cost effective (naturally, you'll have to pay more to construct a submarine) compared to buying an equivalent amount of VLS acreage distributed on surface ships, whether a dedicated bombardment/arsenal ships or more 055 DDGs?
