Last pic (at the bottom) highlights how the PLAGF are still wearing their plate carriers too low. For comparison, check out how the Thais wear theirs.
I don’t think the season is that they wear their plate carriers too low. It’s the fact those plate carriers were designed wrongly to begin with. They might have put them on correctly, but after a few minutes those carriers simply moved to the lower position.

The problem is in the lack of serious shoulder adjustments for smaller frames. I was privileged enough to get my hands on a Type-21 carrier and compare it to other contemporaries I have on hand such as a 6B45 carrier, GEN 3 IOTV, and SMB Plate Carrier. Overall, the biggest flaw was the lack of adjustment points across the carrier (though the cummerbund is acceptable) which didn't affect me as much being a broader chested individual but for folks on the lankier side they'll likely notice as tightening up the carrier to fit a smaller frame is borderline a no-go, so levels of droop begin to present themselves with plates installed. Barring the adjustment issues though the utility of the carrier was nice with good marks for material use/stitching durability. Basically, it just affirms why I find the maritime carrier design superior (though I haven't had the luxury of getting hands-on sadly), and why there are already Type-21 variants out and about testing new QD/adjustment systems to likely make up for initial design shortfalls.
