After 2014. Prior to that Russia had contracts with MTU. As you might know Germany does not sell defense related items to nations at war. I find it hard to believe as well but who knows. The operating conditions might not be the same for the Russian Navy and the Chinese Navy.

As long as the war is not officially declared, Germany can sell weapons. Afterall, they sell plenty to the US, UK and those guys never stopped bombing countries in the mid east.

I probably should've highlighted the conflict was over Korea, which as we all know had never ceased, neither for NK and SK, nor China and the UN/US, as opposed to an open war where the US would've been free to attack China proper and vice versa, all thanks to that technicality that is the PVA.

In what time period were these "frictions" occurring? 2000s, 2010s, a few years ago? I find the diesel engine thing hard to believe since Chinese marine diesels serve just fine on PLAN warships.
It's occurring since 2014.

Actually Russian navy had problems with Chinese diesel engines.

No, can't.
West (NATO, EU) have imposed sanctions on Russia. From the 2014 they don't sells military and dual purpose equipments to the Russia.

What about the engines:

The two Chinese TBD620V12 (Made by the Henan Diesel Engine Industry Co., Ltd (HND), part of the "Сhina Shipbuilding Industry Corporation" - CSIC) diesel engines have break during the first trial.

In addition, the Chinese engine has a much higher fuel consumption compared to the German MTU 16V4000M90.
