IMO DoD has a fairly good idea the numbers just from satellite imagery of the TELs, associated radars and fire control as well as any testing of system. But their China report is extremely vague and some content is even copied and pasted from prior years.

China tested its next-gen radar, which managed to thwart a saturation attack consisting of 16 precise ballistic missiles against a single target.
