unlikely, that is Chinese way doing business ... remember the development of HQ-9 and the purchase of S-300 series or remember the purchase of Sovremennyy and the development of 052B ?
True, however when China brought and developed the weapon systems you mentioned, China was still pretty behind in terms of technology, presently however, China is a lot more advanced in terms of technology so while I'm not saying its impossible for China to buy the S-400, it'll probably decrease the chance and/or reduce the amount of units China actually buys (if it decides to buy). That said, the S-400 is a very good air defense system and while it'll be good if China does buy it, it won't be a necessity anymore.

Agree, but having 2 extremely modern SAM systems (S-400 and HQ-26) would complicate even much more the enemies. I tend to believe China would buy some batteries, but I don't expect as many as S-300PMU-1 or 2
 
It's not a rumor or "just tested" if the article you posted is accurate and credible. It stated this new generation chinese surface-to-air missile project was initiated in 2009, first target testing in gobi desert on 2013, and two targets testing on Augest-2014, and the final test happened on Augest-2015.

It took 6 years development time to finalize the design. It sounded like a long range SAM, this could be the rumored HQ-26 comparing to the time line on wikipedia.

HQ-26 - Chinese equivalent of SM-3 for naval deployment,[19] upgraded HQ-9/19 equipped with a dual pulse solid rocket motor for the final stage like SM-3.[23] Its certification is expected in 2015 at the earliest.[24]

It would also make sense for this to dovetail with the timeline of putting out 055 for the PLAN. A key component being what goes with the universal VLS.
