71st GA has CAB numbers from 11 to 16
Combat Support Brigades from 21 to 16
72nd GA has CAB numbers from 31 to 36
Combat Support Brigades from 41 to 46

Radars are the most expensive subsystem on such an AAA. They prolly operate in a battery structure of 1 radar vehicle combined with 2/3 non radar.
PLA need to replace the 25mm with 14.5mm or even 12.7mm gatling...as the 25mm recoil caused whole vehicle to tilt, thus affecting the accuracy .
Also, more ammo can be carried with the 14.5/12.7mm rounds.
Realize this SHORAD is meant primarily against drones.

The 25mm gun will have more range. It is as simple as that. This means each AD vehicle can provide a more extensive defensive umbrella.
14.5/12.7mm got that range too... for SHORAD are CIWS .
Doesn't make sense to use it for anti-personnel role like that of an IFV .

25 mm, unlike 14.5 and 12.7 mm, can have an appropriate payload and fuse to actually destroy flying objects reliably. It can also have a good enough sectional density and stopping power to not get speed crippled in a kilometer and to take down large munitions.

You don't get it. The larger shell has a higher explosive load as well.
It might have like twice the range. And also because the weight of the round is higher each one does higher terminal damage as well.
What's for ? No need for 25mm to shoot down FPV drones !
