Close to free for an organization with so immense size and funding.

I mean everything is relative. I'm sure PLA has high corruption/inefficiency compared to some backyard management committee or union or whatever. And Japan has low life expectancy compared to Greenland sharks.

Russian media reported that on the 21st, Russian Presidential Aide Ushakov stated that President Putin has received an invitation from China to attend the event in Beijing on September 3rd this year, commemorating the 80th anniversary of the victory in the War of Resistance Against Japanese Aggression.
