It is a small decoy tethered to the plane that can be released when it is being targeted by enemy missile. The decoy will hopefully lure the missile away from the aircraft by replicating its signature. It is a useful feature to have, and a variant has been tested on flanker in the early 2020s or was being planned to. Don’t know how the so called “experts” got the info that China tried but failed do produce it twice from since information is so scarce to begin with.

Are there any pros and cons with towed decoys?
It certainly add weight, if it's not build in the airframe it add also drag and take a hardpoints. It's like towing a luneberg lens so not very compatible with a stealth design.

We can say that it give another layer of protection, adding up to ECM, Chaft and flares. It's not a wunderwaffe.

As long as the J-11 pilot can eject and be rescued later, I don't mind trading a J-11 for a B-52 in a mid-air collision.

Also, China should start contemplate sending some assets to LatAm for "safeguarding allies and partners" operations on a permanent basis. Cuba and Venezuela are good candidates.
