It does seem like a normal academic achievement report. I think if there really is a related project underway or planned for the future, or if the relevant concept has caught the attention of the military, they could just publish an article that generally explains the time, place, and people involved and leave out detailed patent drawings. ‘Less is more’ has always been one of the principles of classified work.

Speaking personally, I don't think a STOVL aircraft would bring much to the PLA.
Like the resources invested into it (time, money, researcher/scientists etc.) isn't enough to justify the end product (even if it's better than the F-35B, I don't think it be that much better, or comparable to a non STOVL like newest version J-20/J-XY etc.).
Although, I do think it could be interesting to see some large STOVL drone (aircraft like frame/plane and not some copter, even enlarged).

It’s also due to the rapid development of drone systems and AI technology in recent years that everything in aerial combat is undergoing unknown changes. This uncertainty may make the PLAAF more cautious about its previous ways of thinking. At this point, it may no longer be cost-effective to increase investment in the research of STOVL. (Huge financial and time investments may ultimately be wasted due to leapfrogging of new technologies, becoming useless and wasteful.)

If EMALS is cheap and reliable, it's a much better solution, because non STOVL planes such as tanker, AEW, and heavy drones can also be launched
