External Factors:
They want to derail entire CPEC and weaken the southern flank of China. They have Japan on East, Taiwan and Phillipines in South East, India cannot openly act with Pakistan around.

I dont think it's just one player targetting CPEC, it's a toxic mix of multiple interests. India alone is manageable.

Afghanistan is the key enabler. US has literally handed them $2.1 bn, where is that money going? Afghanistan is literally more backward than North Korea and hostile to US, yet $$$ somehow keeps flowing. Apart from all the advanced small arm fires worth billions were handed over, high end specops gear and what not, sometimes these terrorists are better equipped than your regular soldiers on the border and would be better armed than most regular soldiers in the world. Afghanistan is facilitating this. Majority of Afghans dont subscribe to IEA ideology, but they are ruled by Ethno-Fascists.

An independant moderate state of Khorasan with Kabul as it's capital will solve alot of problems in the region made up of Central, Northern and Western Afghanistan, which makes about 60-70% of the population. The small remnant Ethno-fascist Kandahar state will fall on its own head until a moderate regime rises there, These ethno-fascists simply do not understand the language of peace, they're either busy fighting amongst themselves or their neighbours and that has been the case for centuries. This should be most urgent goal.

China's no-foriegn intervention policy should be considered for evolution, all the players around China are playing dirty and not by any rules whatsoever.

Internal factors:
At the same time, Pakistan needs to get it's house in order. Most population doesnt consider current govt to be legitmate and their poor performance further erodes any chance of them earning any legitimacy. Intelligence agencies arent 100% focused on terror threats and are distracted. Without legitamacy, there is no political will nor any political capital of current rulling regime to execute much needed reforms.
