For Pyongyang, all we see (from nuclear weapons to AWACS) are means to have freedom of maneuver. And students in Pyongyang, just like Seoul and Beijing, learn well over 2 thousand years of history with China - allies they are, but DPRK is deeply suspicious and insecure about China.
Remember high profile assassination in Macau.
Probably after China VS Vietnam and the opening to US capital after 1979 made their suspicions somewhat based. Ideologically speaking. They aren't commie brothers -hands down- no more

Where's the proof of "North Korea ahead of Iran in defense development"?
Isn't that obvious?

North Korea has always been ahead in areas like ballistic missiles and submarines—indeed, many of Iran's advances in these areas owe much to North Korea.

Iran is fundamentally ahead of North Korea in more conventional military areas, such as tanks and armored fighting vehicles, fighter jets, naval vessels, UAVs, radars and electronic warfare, etc., but in those areas North Korea has also caught up or even surpassed Iran in recent years.

I think Iran's biggest problem is the division of R&D resources between the regular armed forces and the IRGC, while North Korea does not have that division and its entire development effort is centralized under Party directives.

To be fair, I'd object on specific areas where countries are ahead.

DPRK has very robust traditional 20th century industrial MIC and it's ecosystem.

Iranian industry supporting conventional Artesh(armed forces) generally doesn't really match.
Where Iran shines is IRCG unconventional, 21th century systems.
