I don't think their leadership and think tanks are anywhere near wise or thoughtful enough not to pursue it. So the answer is yes. I would bet $1,000 that they are secretly working on it as we speak.

Bioweapons for a specific race are useless. Human's DNA are 99% similar, it would be very very difficult to make a virus that only affected one race and even if you could make one that only targeted Han chinese, but it's only a tiny number of mutations away from infecting the rest of humanity just as well, like we saw with COVID. Mutations are random chance, so it's impossible to predict how the disease behaves.
Even so, I readily believe the psychopaths in DC are ignorant enough to fund this kind of project to the tune of hundreds of millions or billions a year, even if it leads to the destruction of the human species.
I don't think the psychos in DC have learned anything from Covid. And I certainly don't think their funding for insane bio WMD programs has changed as a result.
You cannot stop a suicidal enemy attacking you just like you cannot stop if US launching nukes tomorrow. But you can try coming out on top after the exchange. Unlike nuclear exchange, China is way more likely to come out on top in bioweapon exchange.

Doesn't matter. If they are that stupid/crazy and willing to die, there's nothing stopping them from doing worse with much simpler methods that nobody can stop. Nukes are simpler and can fuck you up from the other side of the world. By this logic, China should immediately seal their borders and stop all contact with the outside world on the 0.00000001% chance that America will sneak hundreds of suitcase nukes inside the country, or flee the planet and settle on Mars in case America decided to set off a gigaton nuke on the ISS and EMP the entirely of Asia or nuke the methane clathrates to release gigatons of methane overnight or just good old fashioned nuclear MAD exchange. They don't even need to bring the nukes out of their country, just build a largeeeeee teraton dirty bomb that will basically render most of the biosphere radiated even if it goes off on American soil.
Or other crazier methods like releasing CFCs that fuck with the Ozone 100s of times worse then the commonly used Freon back in the 80s, and basically completing deleting the Ozone layer within a few years. If a superpower wants to fuck over a planet, they can easily do so, from the safety of their own soil no less, we're already massively screwing the biosphere/atmosphere as a mere side effect.
Can we stop with the crazy talk. We have to learn to live together on this planet and Americans don't want to die anymore than China does.

On biological level, there is no such thing as ethnical group. The different variants of genes exists wihtin all human beings at different percentages. The visible different features that defines so-called ethnic group are based on combinations of many genetic variants.
I don't think there is a set of unique defining genic variants that can be used to distinguish any ethnic group from another for the moment and probably never will. Genetic weapon is as much a fantasy as speed-faster-than-light and wormhole, theorotically not impossible, but in practical and realistic terms impossible.
Even if it is true, the west should be worrying already now since most human genome studies are on Caucasian so far.
