China should just slap a 100% tariff on high horsepower imported ICE cars.
I think China started some kind of gas-guzzler taxes on large engine ICE cars many years ago. That is one of the reasons on model-to-model trim-to-trim comparisons, BBA cars in China most likely have smaller power trains than those in US.

This EU tariff on China EV is just the beginning chapter of a very long story of "How China Beat the West in the Game of Automobile" ......

Eventually, in a few (<6) years, both EU and US will have to accommodate imported EV form China on some twisted business arrangements. The only exception to this eventuality is that China would ultimately lose the semiconductor battle, e.g., failing to produce commercially viable 5nm logic chips in 3~5 years.

They can use the excuse of having to meet carbon quota and add 100 percent tariffs on foreign gas powered car imports.

Imported cars from BBA are a small percentage of total sales in China, which already have large scale local production capacity.

At this juncture, BBA and VW and Tesla are among the "best friends" of China, which are helping in different ways and at various capacity. Targeting those 5 brands are not in the best interests of China for the time being. GM and Ford are dying brands in China. Korean cars are already a lost cause in China. Japanese auto brands are struggling for survival.

Meanwhile, just look at some the counter-measures already announced by China:
Spanish pork import tariff.
French cognac tariff.
Lexus proposal for fully-owned EV operation in Shanghai was rejected.

So far, China has been adopting measured counter-moves for good reasons. This is a long game. Exporting EV is icing on the cake for China while importing China EV is an existential threat to the national industrial base of some western countries.

As far as I am concerned, I have lots of coffee and tea ready while watching and enjoying this drama of the century unfolding in front of my eyes ......
