So, hypothetically, EU raise tariffs on imported EV, but Chinese brands can still sell in Europe right, so long as they set up local production factories inside EU? Or is this anti-subsidy investigation prevent all sales by Chinese brands regardless of local production? Just wanted to clarify because I want Chinese brands to succeed globally.

Most likely, they will apply based on production, not brand.

Frankly, even with tariffs, it might be cheaper to produce it in china.

This is huge. BYD is becoming the new Toyota in ASEAN. I see $200B market cap in 3 years, as incremental revenue will likely support margin expansion.
They still need to officially enter passenger segment of the prize market - Indonesia. Does anyone know of the progress with this? I remember one of the Indonesian government ministers even came to China and met with BYD executives back in June this year but have heard nothing since.
