China's semiconductor industry didn't develop due to initial restrictions as most companies are fine with the fact for continuing relying on Taiwan, SK and the US semiconductor imports. It is until the US decided to ban Huawei and many Chinese firms from even buying such semiconductor chips that resulted in China developing its own industries.Well, Americans restricting access to its technology is helping China develop its own industries. Why should China take the same approach outside of the most sensitive technology?
China would continue selling batteries to American auto companies with no restrictions. It means the US auto companies don't have the urgency to invest and develop its own battery industry. Licensing the battery technology to Ford is just an attempt to make money. If China felt that such cooperation is more beneficial to the US than China, there is no reason why China shouldn't delay or ban such licensing arrangement. Again, in the end of the day, there is no reason why China should give Americans easy time to acquire Chinese battery technology as the US is restricting China in technology in every way.
