What said on the pic is that this is a new 35mm SPAAA of unknown model.

Now, what can be said from the pics is that, at least externally, it draws heavy reference from the German Gepard in terms of layout and design. But armament wise that's a regression - without SAM, while the current unit carries it and world's trend in SPAAA is to carry SAM along as well.

Or could this be some PLA rejected design?

Still, without SAM? Though it upped from 25mm to 35mm wonder how that'd translate into real improvement in firepower...OK, current line of attack helicopters can sustain 25mm rounds to a certain degree so 35mm an advantage, but without SAM that's kinda bucking the world's trend, why?

Might it be that PLA wants to limit the weight of vehicles to achieve a certain level of mobility and so decided to have the missiles on another vehicle, while all vehicles are of course connected by a tactical network?

But how much weight would 4 MANPAD missiles bring to this whole picture?

You not only carry the manpads, you have to care for them, launch them, perhaps suffer an explosion because of them.

They are RE Tor-M system as the low level tier.

Although the chassis is an improvement over the older 25 mm design SPAAG/M, the turret seems a rather close copy of the 25 mm turret design.

What's new seems to be the dedicated engagement radar with the integrated electro-optical system as well as the new AESA search radar.

As a dedicated AAA gun platform it is clearly superior to the older 25 mm design, but as pointed out by many lacks short range missiles to complement its guns.

The Russian Pantsir series of gun-missile complexes still lead the way for short range air defense.

The PLA should consider something similar.
