Maybe the Junta knows Muse will fall soon, so they need at least one border crossing to trade with China. Maybe the Junta made a deal with Mongla.

Lashio seems pretty far from that area, and google map seems to show a mountain range is along the border

Iashio is a road for mndaa to get recognized like uswa. Getting lashio will make them stronger than uswa. Maybe in the future, they will get enclave in kachin state like how uswa did in southern shan.
