I am extremely surprised.

Simply because the American government lately has only demonstrated pigheadedness and foolishness in regards to China and the so-called trade war and tech war.

Starting the tech war in semiconductors was foolish, changing tact now is equally foolish, perhaps even more so.

What is next?

The US bans American firms from the Chinese IC market, while the US has no qualms about allowing Taiwan and Korean companies reaping that American business that was lost?

Sure sounds like it.

That really surprises me.

After all, the part about the US government banning their own IC tool makers like AMAT, and couple of others which I forget the company names now, the US government banned their own companies first, so to pressure the Dutch (ASML) and the Japanese to do the same.

Now they are telling us that the Americans have caved into Korean and Taiwanese demands to continue doing business with China in IC.

Most of SK Hynix's NAND and DRAM fabs are in China. What would the US do, ask them to ritually suicide and destroy their own business?
Good luck with that.
The South Korean memory industry is erecting new fabs in South Korea, SK Hynix alone is building several new fabs there, but those will take many years to become operational. And in the meantime the older fabs need to be used and depreciated.

AMAT, basically is collateral damage. The Americans did that to themselves. They sacrificed their own. They expected the Dutch and Japanese to sacrifice their own too.

If the US government deemed AMAT to be collateral damage, then Netherlands, Japan, Korea, Taiwan, their companies are all candidates to be collateral damage too.


Then, this game became interesting.

China attacked Micron.

The Americans were outraged. They condemned this Chinese move, and vowed to work with their allies to prevent them from selling to China, to back-fill the lost Micron business.

But as we see today, the Americans caved in on that.

What gives!?

This is my impression, and I got no idea what the Americans are thinking. Or doing for that matter. Some bizarre belief in some weird game theory maybe?

What seems to have happened here, is like what happens in a chess game, Western or Chinese chess, where sometimes your rook or che or pao, gets trapped.

China by banning Micron, trapped the Americans, exposing the divisions in their alliances, and exposing the toothless American policy.

The reason I think the Americans caved in to the Korean and Taiwan demands, is that they realized their bishop got trapped, and do not want to lose their rook either. So they cave and cut their losses this time.

In their minds, the Americans believe they need Korea and Taiwan, and altogether fight China in the American lead tech war. Therefore, they had to keep Korea and Taiwan happy.

The problem is that by caving in, that means lost their trapped rook or bishop. Losing such a piece means more difficulty in subsequent moves on the chess board, and makes it more difficult to win the game.

Incidentally, just wondering out loud here, if this tech war turns into a war of attrition, such as I will buy less tech from you lowering your business, then this definitely favours China.

Why?

The Americans have something to lose, while China IC is still relative small, but growing exponentially due to domestic demand, created by you know what.

What am I talking about? You know what I am talking about. That's what I am talking about.

An alliance is like a chain. This American imaged semiconductor alliance is the US, Netherlands, Japan, Korea, Taiwan.

A chain is only as strong as its weakest link.

Break those weakest links, and the chain is broken, the alliance is gone, especially in this case. The division of labour is so clear, the invisible hand moves everything to it proper place in IC worldwide.

The Americans in order to maintain the strength of that chain, must keep everyone happy.

Here is the interesting part, China attacked Micron. Who is next?

There are five links in the chain. Anyone could be next.

In this round, the Americans caved, to keep Korea and Taiwan happy, to keep their chain intact.

China has not put much pressure onto this chain. If it cracks, it could all go.

The day will come, when China starts to press on this chain. Micron is just the opening shot.

They did not bother to mention in the WSJ article that memory chips, such as the ones banned from Micron, probably would be made by the Korean fabs inside China, thereby taking Micron's business. Good.

BEIJING, June 13 (Reuters) - A widely followed state-backed Chinese social media account accused Washington of repeatedly playing tricks and creating the "illusion" that it is eager to engage with China, days before an expected visit by U.S. Secretary of State Antony Blinken.
"Every time they say they want to meet, the United States would play a role and create the false illusion that it is eager to communicate while at the same time repeatedly testing and provoking China's fundamental principles," Yuyuan Tantian, a social media user affiliated with Chinese state broadcaster CCTV, wrote in an online article on Tuesday.

Dutch government to screen Chinese tech students on security risks​

Several universities to reduce number of researchers from China
The Dutch government plans to vet international students after universities barred some Chinese postgraduates from top technology degrees over fears they could be a risk to national security.

Education minister Robbert Dijkgraaf said he was investigating curbs on students funded by the state-run Chinese Scholarship Council after several universities started excluding them on security grounds.
"The risk areas — sensitive technologies — are currently being mapped out. The screening will be risk-oriented. The approach can be applied to any country outside the EU, so that we are prepared for developments in the threat assessment.”
Dijkgraaf added that there was no specific policy “to exclude Chinese students . . . or to discourage co-operation with Chinese institutes or researchers in sensitive fields”.
