As we know with the US, if you're weak and they want to fuck with you then even washing powder can be weapons of mass destruction. On the other hand if you're strong then even if you wave a booklet at the UN titled "how to build nukes for dummies" written in Chinese they will it's expected since Chinese is an UN working language and that book could come from anyone.
but also it is just so inconceivable for China to provide lethal aid at this point. China is clearly trying to play the role of the mediator, and judging by the reception its 12 point plan got, it is not a bad position to be in. why would China give that up by supplying lethal aid to Russia, thus effectively taking a side? besides, there is nothing that China would be willing to provide Russia that could really change the situation on the ground. I imagine China at most would give Russia some ammunition, which they can either build themselves or buy from Iran and North Korea. sensors and EW equipment are nice but it would take time for Russians to get training on those.
the best way China can support Russia is by doing what it is doing, keep up the trade.
