The word backing is incorrect. Azerbaijan has extensive relations with Russia and Russia sold weopons to Azerbaijan. Moreover Azerbaijan has Israel/ Germany in its side. while Armenia has US/France. when there is Israel/Germany involve there is always deals that Russia makes.
No one prevents Armenia from buying drones.
Russia is not bogged down in UKraine It has gained 10 to 15 million loyal people with effort of few thousands soldiers that keep rotating.
Alot of cruise missile launches are from Caspian Sea both Air and Naval. Russia has extensive military much beyond than what is around Ukraine.
Its Turkey that is bogged down in Syria and Iraq as it is forced to manage Kurds and Arabs which are non-Turks. while Russia is basically managing Russians in Ukraine. Than there is grain dependency for Countries like Turkey and Iran. Azerbaijan too small inside it.
