Last September, they signed an agreement to build the pipeline through Mongolia and began planning detailed designs. Now the special envoy is saying it isn’t prices issues but “making a proper decision on the route of this gas pipeline.”

So the pipeline route hasn’t been decided on yet?

"This is not the matter of price as many mass media outlets wrote, that we cannot negotiate the price. The issue is not with that. The issue relates more to logistics. Making a proper decision on the route of this gas pipeline," the special envoy said.
"This is a working point that will be solved soon," Titov added.

of the phrase "Indo-Pacific" in his recent speech at the IISS Shangri-La Dialogue in Singapore. It also aligns with signs that the United States is increasingly unenthusiastic about the Quadrilateral Security Dialogue, i.e. the so-called "Quad" grouping of US-Japan-India-Australia.

As Graeme Dobell points out in the above linked discussion, the "Indo-Pacific" construct emerged as a way to bring India into the US-led containment matrix against China. That it is now being loudly discarded (i.e. not just by omission from speeches) in favour of a return to an older conceptual framework is therefore suggestive of evolving American attitudes towards both China and India.
