hat's the wrong way to go about it and exactly the phase they are stuck at - blaming others. The truth is: they were decadent and corrupt which allowed foreigners to exploit them. What they should be doing at this moment is blaming themselves - the core issue that still hasn't been solved.
You'd have a point if it wasn't that whenever they decided to move past that and go for leaders that would prioritize their own sovereignty over western interests, they would get coup'd by the same western actors. Its easy to claim its just them being stuck in their ways and completely disregard the fact that the West still excerted massive amounts of influence to keep things the way the were in the context of the Cold War to a point it becomes generational.
So yes, the west still gets to keep the blame because this wasn't a once-and-done thing and has been ongoing for more than 100 years. The crushing of the Arab Spring in Saudi Arabia, Qatar and UAE was done with full support of the West and unless someone else is willing to step up to provide support to anti-wahabbist and anti-western movements, it will remain that way.
You just can't hand wave away the effects of western imperialism and colonialism just because, specially since they keep exploiting it. Look at how ISIS cells suddenly spring up whenever someone kicks out the Frogs.
