"the engineer"
You do know that's a completely ineffective order. Plenty of Chinese will give up their Chinese citizenship in a heartbeat and accept US citizenship even if they have to "Break the law", including conducting IP theft on rare earth. US just has to pay them sizable amount. US is already paying LLM coders million dollar salaries, they can easily pay more for something so important to national security as rare earth.

Rare earth engineers in China are probably getting less than 50K per year in China. So, if they get a million dollar salary, they will happily conduct massive IP theft and just leave without a trace, never to come back.

This is the difference between China and the west. Even if China wants to pay an American a fortune, they will not give up their US citizenship and break American law. They will never adopt China as their permanent home. But because US has been a rich country for many decades and also the immigrant culture, other countries citizens find it extremely attractive to give up their existing life and move to US.
I'm pretty sure you don't have an education in STEM. In engineering, any specialist, such as one that specializes in rare earth refining will be so specialist in that niche of a niche field, you need teams to work together to get refining to work.

In an oil refinery, there are specialist for each unit, so to get crude to product, you will need specialists to design (teams of hundreds) then operate (teams of tens).

So poach a few people, they might know how to refine one or two elements... What about the rest? Do you know how to industrialize it? Or operate it? All very different skill sets. And this is what happens when the west deindustrialize, they become India. Think a few experts will solve their problems and tech transfer is easy.

And true experts will probably have their passports taken away or at least watched. You think people would just abandon wife and kids and parents for a chance to get shot in USA?

Australians can be pragmatic, particularly under the current labor government. They've learnt since the Scott Morrison days that generally the first offer by the Chinese is the best price you're going to get and no one wants to get themselves into an US soybean farmer type situation.
The good old mongol siege tactic where on day one the great khan’s tent is white indicating he will spare everyone in the city if they surrender and only take 10% of all goods, on day 2 it’s a red tent indicating he will kill all the men and boys and enslave all the women and on day three it becomes a black tent meaning none will be spared.

Anglos should appreciate this, they want to kang as ancient Chinese and fantasise about the mongol horde.

This is like when miss universes and Eurovision winners were trans and obese women of colour and then magically started crowning blonde aryan women after trump got elected. The American president resembles a medieval king with the trump years.

They talked, but did not do it, about decoupling for so long that now Xi is telling them, that it's ok he will decouple instead.

Very considerate of Mr. Xi indeed

There is talk on Western Twitter sphere that this might be Japan oil embargo situation if enforced strictly by China (means that US could be forced to initiate war lol)
Did they talk about how the war will go? lol

Yep at best you qualitatively know about the steps in the processes but you won't be an expert. A completely new supply chain with 1 or 2 experts with exceptional industry knowledge might work with exceptional effort and budget and at lower efficiency. It is a 0 to 1 step not 1 to 100. And only might.

Trump thinks he has leverage with this crap he is saying. If he wants, he is welcome to just cut off all Chinese imports. Just don't come back crying about how your economy collapsed the next nanosecond

Trump threatens to halt Chinese imports – while counting on Xi Jinping to buy US soybeans

Although Trump has sounded certain about meeting Xi later this month, the Chinese government has not made any official announcement yet
During a cabinet meeting on Thursday, when asked what he hoped to achieve from potential in-person talks with Xi later this month, the America-first president emphasised the US market’s leverage over China.
“We import from China massive amounts, and maybe we’ll have to stop doing that,” he said.
