There should be exceptions for exceptional talent. Also people exchange is usually positive, especially in education.
As long as there isn't a pipeline that displace qualified Chinese and exploit these visa holders, it should be okay.

The bachelors to MS in CS from US universities is purely to display qualified Americans and place downward pressure on wages.
Tech salaries were far too high to remain competitive as COL was too high. Every country plays a balancing act between salaries, services, entitlements and labour market efficiency. East Asia has consistently had a competitive wages which suffice because COL is low. Governments should look to lower cost of living instead of boosting wages.

Not a carveout though. 100k fees have to be paid by every company sponsoring visas.

Subsection C has the ability to suspend Subsection A and B, which is the $100k fee.

The restriction imposed pursuant to subsections (a) and (b) of this section shall not apply to any individual … if the Secretary of Homeland Security determines
(a) … except for those aliens whose petitions are accompanied or supplemented by a payment of $100,000 — subject to the exceptions set forth in subsection (c)
(b) The Secretary of Homeland Security shall restrict decisions on petitions not accompanied by a $100,000 payment for H-1B specialty occupation workers…

Even if they carve out 1 or 2 companies, the vast majority of companies will not be able to get an opt out. I think the writing should be on the wall by now, business as usual when it comes to immigration in the US is over,

US and most of the western world general public is fed up with immigration and they will elect more and more politicians with more and more extreme views to stop immigration. Trump is just one politician but there will be others.

I think a fundamental shift is underway and at the end of this shift immigration will be heavily curtailed in western countries and even current immigrants may face enough immigrant racism, public attacks and other actions that many may start to leave as well.

Will this cause Economic problems? Sure, but people will not care. They will blame immigrants even more for economic problems.

Here's the thing though.

If you are Indian and are smart, would you study in China especially for your first degree? Chances are no coz if you were smart you would go to IIT first or MIT on a full scholarship. Right now there's no incentive to go to China for undergrad over that especially when stuff is in Chinese not English.

So we are getting rejects who couldn't handle it back home to get better engineering education about military (IIT is known for being hard to get into but not having a complex syllabus) in China for a low cost while talking crap about the country. This is not acceptable.

We have Indians going to Kazakhstan to study Medicine ffs!

Not unless Trump and the Whitehouse get involved despite the “secretary discretion” clause. Unless Noem wants to defy the President and get placed on the nearest chopping block. Rather unlikely that Trump is going to allow Noem to be the “center of attention” by having her meet all the powerful CEOs and influential groups.

I dunno about the work visa thing. I do know Indians have low university costs or are even given scholarships. After all these local universities can claim hey we have international students studying here so you should increase our international score to give us a better world ranking!

China recently opened up its Visa for high skilled people with engineering degrees. There is a strong chance Indians will start moving to China for better life!

I know you're making a joke, but this already happened, so I do not find it too funny. Even though admittedly it is funny.

During the RCEP negotiations, when India was not interested, then when the negotiations were being concluded, India suddenly was interested, and the dragged out those India specific negotiations for two more years.

India finally had enough, and left in a huff, saying China refused to discuss accreditation of Indian institutions.

So that was their game all along.

In this case, China has nothing to be bothered with. There are no qualified engineers from India because no agreement on accreditation was reached.

That is kind of like the end of the story.
