I'm not sure whether this represents China backing down or still holding its ground.
Eventually we will see that the TikTok deal is the divesture of TikTok in exchange for the formal renunciation of all defense ties with Taiwan. All weapons deals not yet delivered will be cancelled and no support will be given to existing systems. Any US personnel in Taiwan will be recalled and only a small number of consular staff will remain to assist US citizens on the island. Following this, PRC special negotiator will be flown into Taipei at the request of KMT/TPP Legislative Yuan members to finalize 1C/2S framework. Lai Qingde waves good-bye to his supporters as he boards a flight to SFO. China Airlines flights to the US are increased 4X to handle people leaving Taiwan. TSMC is separated into TSMC and USSMC with the Taiwanese assets remaining in place. On SDF, nationalists complain that CPC has sold out the country because they do not accept 1C/2S as a valid solution to the Taiwan issue, and the sale of TikTok is capitulation and the marking of a new century of humiliation. Trump sells the TikTok purchase as a total win because "We bought TikTok and we didn't lose anything! We don't want Taiwan, it was called Republic of China, it was theirs anyway! We didn't give up a thing! Total win for us!"

Depends on the society. The Chinese system is effective for the Chinese but it would be a disaster for many countries, the Chinese have the culture to make that one party meritocratic system work for them, many societies do not. I agree that western style democracy is just chaos but the world has been so brainwashed to believe it's the only system that can deliver results blatantly ignoring the authoritarian methods used by these same western countries to get them where they are now in the first place.

I've said before that people get too hung up over systems when the truth of the matter is that the quality of leadership matters more. There are no magic systems every country can automatically adopt to create a path towards development, they just have to design a form of government that works for them. However, this doesn't mean they can't learn a thing or two from China. For me, the best course of action for a country for their leadership to study different states that have done well, glean best practices, and apply them in ways that will suit their societies. This is pragmatism and I believe this approach will serve them well.
You are one of the best students of CCP, "实践是检验真理的唯一标准"/Practice is the true and only standard of truth and "build whateverism with whoever's characteristic", that makes you a true communist. This seems to be a circling self-enforcing logic, everyone is a communist if one is proven doing the right thing. :D

not a single bit of backing down. See the key wording and their meaning in Chinese diplomatic vocabulary.

Xinhua Flash: Li Chenggang, China's Vice Minister of Commerce and International Trade Negotiator, stated on the 15th that during this round of talks, both sides engaged in candid and in-depth discussions regarding TikTok and China's related concerns. They reached a basic framework consensus on properly resolving TikTok-related issues through cooperation, reducing investment barriers, and promoting relevant economic and trade cooperation.
candid (discussions) 坦率交谈
meaning: 分歧很大,无法沟通;huge disagreement, impossible to communicate

in-depth discussions 充分交换了意见
meaning: 双方无法达成协议,吵得厉害;Impossible to agree, big bickering

Li Chenggang stated that regarding the TikTok issue, China has consistently opposed the politicization, instrumentalization, and weaponization of technology and economic-trade matters. China will never seek to reach any agreement at the expense of its principles, corporate interests, or international fairness and justice. China will resolutely safeguard its national interests and the legitimate rights and interests of Chinese enterprises, conducting technology export approvals in accordance with laws and regulations. At the same time, the Chinese government fully respects the wishes of enterprises and supports them in conducting equal commercial negotiations based on market principles.
Take away the diplomatic jargons and put it in straight words, never trade principles for deals.

To me it is crystal clear that there is no change of positions.

According to Otter TikTok will alter the algorithm to comply with US law
That is understandable, business follow laws where they operate. Googl and FB refused to comply with Chinese law, they were kicked out of China.

and ban anti-Semitic content.
Whatever that means is subjective defination but it is not something China bothers when it is within USA. In the end it is non of China's business but a domestic fight between different groups of people in US. It is actually for the greater good that such fighting that devides American socieity continues. I am sure when Trump's term end, there will be retributions.

A deal has been reached between the Trump administration and China to keep TikTok operational in the United States, administration officials announced Monday, concluding a yearslong effort that began during President Donald Trump’s first term.

US Treasury Secretary Scott Bessent said that a framework agreement has been reached, and Trump will speak with Chinese leader Xi Jinping Friday to finalize the deal. The agreement and conversation is a precursor to a Trump-Xi meeting that both sides have sought for months, US officials said Monday after a framework plan was announced.
