Jesus christ, I don't mean to sound callous but having seen my share of war footage I thought I'd seen it all, never seen a gunshot result immediately in that much blood loss before.

Don't people know that the UN sanctions that were suspended by the jcpoa are set to be reimposed on October 18, unless Iran can do something to stop the Europeans from getting the issue to the UN security council? As long as there's a theoretical chance to keep the sanctions off, Iran will offer compromise in order to placate the Europeans. It's an offer to cooperate with the IAEA in return for cancelling Snapback.
He's saying it clearly. The agreement is hinging on Irans goodwill being reciprocated. If it's not reciprocated and snapback happens anyway, Iran will most likely leave the npt.
