Hydraulic fluid is usually an oil isn't it? Chahuahui crew was talking about it last night and they reckon it's probably result of ground crew taking short cuts, like leaving the container that holds hydraulic oil open instead of sealing after each use that caused water to leak in.
1/3 water and 2/3 oil is a lot of water to be fair.

Unless they left the container open out in the rain, it shouldn't be a problem. That's the only way 1/3 of it could be filled with water but protocol would definitly have them left closed in a temperature controlled room. So between putting water in purposefully and leaving the containers open and outside during a rainstorm, I don't know which is dumber.
It should be oil or DOT fluid depending on the system. In the world of bicycles, Shimano and Campagnolo (and all Chinese companies) use mineral oil while American SRAM uses DOT fluid. If a bike mechanic accidentally used the wrong type of fluid for the system, he is considered irredeemably stupid and fired. I've never even heard of any mechanic subbing out for water LOL
