Question: How would China counter this form of terrorism ?

I think China learned a lot from Nord Stream 2 about this sort of thing and considers it a possibility, given the otherwise unacceptable escalation ladders associated with open warfare
She's establishing 'conventional M.A.D', kinetically and non-kinetically, and the missing piece (but is improving) is building ISR to the point she has some means to respond quickly (not necessarily by dispatching a vessel) to anything bigger than a driftwood log that appears on Earth's ocean.

Piracy is legal according to the US (when the US does it):

With a massive numerical advantage in the Pacific, China's People's Liberation Army-Navy would present a potentially overwhelming challenge for American forces in the event of open war... but could a little-discussed concept from centuries ago help America overcome China's numerical advantage? Let's talk about issues Letters of Marque in the modern era... and why American pirates might not be as crazy as they seem. - Alex Rollings

TL,DR: Far-right jingoistic nutjob justifies US piracy.

Take a lesson from WWI and have armed merchant ships.

Doesn't China have a huge maritime militia including which it can also recruit from its huge oceanic fishing fleet?

Intresting nytime podcast with Thomas Friedman. Kinda funny how he wrote for many years about US superiority and the collapse of China up until he had a chance to visit recently. This guy at least is now more of a moderate compare to the rest of the sinophopic political and media .
