So my big reply is: yes, the barbarians did take heavy Roman culture influence, but they are no Romans in the sense Chinese are Chinese in different areas. Feeling very Roman is good not enough.

Simple answer, Los Angelas smells like poop because of people pooping on the street due to being very poor and not being able to afford a toilet. Now imagine India being a country version of Los Angelas but a whole lot dirtier and no one with the capability to clean that dump.
