I don't understand the logic in this tweet. Why would a break up of USSR/Russia be a bad thing for the US? If anything, I see it as a benefit: instead of a unified Russia fighting the US, it would be a fragmented, weakened Russia fighting itself. Just look at middleast today.. compared to a unified middleast (i.e. under the Ottomans) that terrified the Europeans for centuries.
Break up of the USSR obviates the need for NATO and the need for such high military spending; from the point of view of the CIA/Pentagon that means no more shiny toys, and no more nice postings in the nice german countryside exploiting the local fraulein. So everything the USG did fro 1990 to 2006 was to maintain the illusion of needing NATO around as a security club for terrorism, milosevic etc until the russian bogeyman proved useful once again.

The Qing were a lost cause. Any success at partial modernization would have just prolonged the suffering and only serve to delay the inevitable. The Qing and all their institutions had to go for China to modernize and prosper. KMT project was doomed from the start, they never truly had a chance. They did the best they could with the hand they were dealt.
But doesn't big bad China remove the need for a big bad Russia?
