Vast majority of Chinese capital investment is domestic. This ban hurts US citizens the most by not allowing them to invest in Chinese upstarts.

Corruption, nepotism, and cronyism. That is a stronger motivation for those politicians than the nation. Imran Khan was in their way, so they made the deal with the devil to put him away. The devil will betray them in due time. Maybe through scandals, colour revolution attempt, or some other destructive nonsense. When that day comes, they might want Imran Khan again to to help put the country back together.
Protecting U. S. investors from the consequences of future U. S. stupidity, probably! At some point when the U. S. blatantly steals Chinese assets, they‘ll want limited exposure to retaliation.

The thing is that the US is 10 to 15 years too late in curbing investments in China. China now doesn't need more toliet USD, nor subpar tech except semiconductor equipment, which the US is not willing to share anyways.
There's trillions in accumulated FDI in China, they won't escape having their shit confiscated.
