Chinese embassy in India has done exactly this which is why there is a large Indian influx into China.

Wants to relax rare earths exports to India. He thinks India is a friend of China. Maybe he should tell India to leave China containment group QUAD, stop selling Brahmos missiles to China’s rivals, stop stealing Chinese corporate assets, stop being sneaky and undermining China’s influence in BRICS.
He’s also a big advocate of China’s K visa (similar to the H1-B). China’s STEM talent is struggling to find jobs and he wants to bring in more visa holders like the West is doing. He actually went on Indian TV during the K visa discussion and told Indian students should consider applying for K visa instead of H1B in the US.
I watched a video of him where he advocates relaxing China’s technology transfers to India. He wants to build up a rival because of short term profits or appearing to be friendly to India. India already gets tech transfers indirectly.
