What a joke. In legal terms between two states, the China who defauted was ROC, not PRC. PRC has declared in 1949 that she will not take on the obligation of ROC. The US has a choice to NOT recognize PRC and go after "ROC" in Taiwan for the money if it want. At the time of PRC and US recognizing one another, the three documents are the only legal contracts which do not include thoses debts. US as a state has legally given up those money.
If some people want those money back, they would have to ask "ROC" in Taiwan. There is no international agreement or treaty that US government or court can use as a legal base going after PRC ever, not even after PRC vanished "ROC" in the future. The bottom line is law is nothing if not enforcable.
Next they're going to ask China to resume honoring all those unequal treaties. I would say they're scraping the bottom of the barrel for material, but with these guys, there's no such thing as a bottom.
