If the fascist council knows that it's unlikely the Japanese people can fight, then it also makes sense to undertake militarization just to show their occupier that "we're doing something". And if US wants to launch any special operations, Japan could simply say that they are not prepared and by then, if they have a stronger army, it gives more leverage for US to actually listen to them.

Their security situation regarding trade has abruptly deteriorated and will not improve, due to Chinese carrier killer missiles, Chinese hypersonic attack missiles, and Chinese air launched anti-ship missiles.
The South China Sea, and the East China Sea, where all of Japan's trade must transverse if it is not going to or from the Americas, those sea lanes are under Chinese control, because that is under the cover of all those missiles that work.
They play nice, or they got another thing coming.
So they play Kabuki theater.
The Chinese will understand. It is a cultural thing.
