What makes them think that they can become rich Americans if they emigrate? If you don't know decent English and have competitive skillset the chance of you uplifting yourself is next to zero. I know a lot of people from China with PHDs who are struggling because they entered the wrong (chemistry) field and had to work their butts off to get a different degree (Comp-Sci mostly) in their 30s and 40s. These jokers think that they can illegally waltz in and Uncle Sam will shower them with free money?
To be hornet, currently, the Chinese society is super-competitive, far more competitive than the U.S. society. For now, it's much harder to attain the same material affluence in China than in the U.S. For example, only 1st rate Chinese high school graduates have the opportunity to study in good colleges in China, while even 2nd rate Chinese high school graduates can handler good colleges in the U.S. In China, even a civil servant position will attract hundreds of applicants and generate cut-throat competition. I think such fierce social competition is one of the major reasons why some Chinese want to emigrate to the U.S.
