Ok, but these are not real Chinese Police stationed in foreign countries. They are local Chinese community workers assisting administrative (paper) works for oversea Chinese citizens who are not able to travel back to China during pandemic.

Example, a Chinese citizen living in Sweden whose Chinese driving license is to expire, due to pandemic he can not travel back to China to extend his driving license, so he called "oversea 110" which is back in Fuzhou, get things done over video chat, get his new paper sent to his home in China then forwarded to Sweden. There is no Chinese officer abroad. The so-called "oversea" station is made up of Chinese local residents who serves as an information desk.
Honestly, it is stupid to put up such misleading signs, and I blame both the Fuzhou police department and the local Chinese. My original post was a joke about the western hysteria, but now it seems that some Chinese are responsible for that hysteria.
