India has crappy education and science, they're the outsource capital for IT firms, there are millions of Indian software engineers working in the West, and many are heading the leading Western companies. It basically says nothing about the state of science in the country. Most of the foreign students in Ukraine are from even worse-off countries like India, there aren't many students from richer countries, which indicates that people mostly go there for affordability in terms of both price and low competitiveness - this commonly the case with e.g. the few Chinese students who pick those universities just to chill and have a good time because they were unable to gain enough scores to enter into Chinese\Western unis or don't have enough money. The brightest students from these countries go to other places for studying.
