I have clear idea about wealth as i read news from Arab world. its what they think real wealth really. there flight schedules frequency and the type airplane they use is the reflection of that purchasing power. it is not some random statistics based on debt.

I don't understand the point you are trying to make, but if you include China this year as high income, you'll need to include a lot more countries that have become rich since WW2. The eastern and southern Europe, Ireland, the Gulf states, Malaysia, Thailand etc.
Most the countries you mentioned as devolving weren't rich. Their economies were primarily centred around the export of a primary resource; oil in the case of Equatorial Guinea and grain/livestock for countries like Brazil and Argentina. The problem with these industries is that as populations increase, the amount of oilfields or arable land doesn't. Furthermore even when they were "rich", most of the wealth was contained within a few small families or colonial administrators.
What I took from Putin is that he's finally declared war on western neoliberalism. In one word what's made his speech possible is China. Historically the west held a monopoly on technology, that's no longer the case as China alone has caught up and overtaken the west in virtually every field of technology. Now that has been achieved the rest of the world can finally ignore the west and rely on China for everything it previously looked to get from the west. Imagine is happening to Europe just from the reduction in Russian oil and gas and extend it to every single primary resource.
Whether Putin, a lifelong capitalist neoliberal, is sincere in what he says we'll have to wait and see.
It's also interesting that he mentioned the USSR in the 80s. A similar thing could have happened with the Gulf Oil embargo, but the USSR decided to save the west by selling them cheap oil and gas. OPEC is in a similar position today, that's why we are seeing an incredible amount of diplomacy to the Gulf states from Russia, China and the western states.
