You are more then welcome to go to Manhattan on 9/11 with a huge poster portrait of Bin Laden that has the hashtag #PrayForLaden or #PrayForHisSoul in front of the memorial service. Tbh the China of today almost never detains opposition figures anyways. Usually if someone makes a mistake they just get voted out and then exit politics or get demoted to doing stuff which is much harder to fuck up.

And as for foreign funded agents, China largely doesn't even prosecute them. Because in order to prove it legally, they need to find a money trail. So only cases where the suspect brought a lot of attention on himself, like the case of Fat Jimmy, will they actually dig through the paperwork to find proof.

Your average US dronie shill receiving maybe a minor kickback or a few emails with coupons from Radio Free Asia and NED per month isn't gonna get prosecuted. Ever. Which I might disagree with, but it's how law enforcement in China works.
