You can see one of the guard's bag is actually bullet proof and he went to hold it up in the air with his partner in tow, but their reaction were so slow Abe was already shot by the second shot and lying on the ground by the time they were in position.
The body guards stared for half a second before springing into action. That half a second could have stopped the second bullet. Because probably they didn't expect the bulletproof guard bag would ever come into use in a safe country like Japan.

In the US, if they hear a loud bang, they would assume by default a gunshot LOL. But not in Japan. Probably they thought initially a vehicle exploded or something.
