I suspect this leak was strictly an insider job and had littler to do with hacking from outside. Shanghai is one of the most pro-West cities in China and it's not hard to imagine that it has the most traitors and 5th columnists among Chinese cities.

the reason why many Europeans feverently support NATO and fear the fall of the US is because they aren't using NATO for protection, if that wasn't obvious. They're using NATO to escape responsibility for their crimes.
