I think it has nothing to do with technology.The health code problem in Xi'an shows that excessive cost control will lead to many unexpected problems.

It has been pointed out that the sense of secrecy in local government is very poor to this day.A large number of documents marked with "confidential" are sold to waste buyers in bundles as waste paper,these documents were not even destroyed by the shredder.
Japanese spies are frequently arrested for observing military bases.But the truth is, you can ask for local topographical information at will by disguising yourself as an investor who wants to set up a factory.
It is very common for staff to privately sell citizen information, which is one of the important reasons for the rampant telecommunications fraud in China.

I hope the bad news is false, but if it is true, you shouldn't be surprised.
Yup, Systemic corruption and incompetence at local levels is still a huge issue in China being a pro-China forum doesn't mean we shouldn't call out issues that are obviously present, acting like an ostrich is exactly how Qing Dynasty got KOed

My concern in this situation is the national ID numbers, and Date is birth. Don’t this allow scanners to basically steal their identity? If it’s just scammers calling, that’s not as bad but if someone with this info can call the bank and pretend to be that person. That’s pretty awful.

Also I think the Chinese govt will not admit to this even if true but do they even know this is out there or are they not even aware at all?

Well the situation is still developing so let's wait and see, but I do think you will get your answers sooner than later in this case

Chinese gov knew it from the second it was leaked. Posts about the leak is banned on weibo, that csdn blog was shortly removed, heck even WSJ already reported it.
The MSS would have already contacted the seller and is already planning a way to hunt the guy down.

I really hope he MSS is hunting the guy down and not just suppressing local anger while not making any changes. Fingers crossed hey they can prevent selling of the leak if it’s real but I’m not sure if the MSS is that powerful internationally like the CIA.
