Back during the slavery days, the US constitution declared a black man is worth 3/5 of a white man.
This is a convention the official photographer has obviously gone to great lengths to follow since the proportion of Kishida on show is carefully measured to be proportional to what fraction his white masters think a Japanese is worth compared to a white man.

US hasn't able to field a hypersonic weapon yet, something even North Korea is capable of doing, never mind China and Russia.
