Next thing you know, they will add Ukraine into the programme and the entire $600bn will magically transfer into the personal bank accounts of all their donors while precisely zero bits of infrastructure is built.
That would be the ultimate form of western infrastructure programmes.
If you look the the evolution of western infrastructure programmes, you will see the consistently reducing amount of infrastructure actually built for what was spent. About time they just dropped the pretence altogether to go straight to counting the money.

As the regimes lose power, the propaganda seems to just get more and more shrill. I'm not sure if they realize that their regimes are hanging on by a thread and that simply having the attitude of the unipolar moment doesn't mean you have the actual power of the unipolar moment. Putting their head in the sand doesn't solve the problem.
