I don't think this money will ever reach the average Americans. Pretty sure the money will go to CIA or other covert agencies so they could subvert and cause instability without using US taxplayer dollars and therefore avoid being scrutinized by Department of Treasury. Remember that US bureaucracy is so convoluted and overbloated that one department often has no idea what the other one is doing, and agencies often becomes direct enemies.
One of these days, the USA is going to suffer like this in return, only they won’t get anything while the nations that the USA has wrong will be taking food, metals and treasures out of the nation while the USA cannot do anything about it
