Even if one prefers to talk to folks like that for crucial matters, then better prepare oneself to talk cordially yet firmly while having a big stick. I don't mind to act nicely and politely yet firmly, but make sure being backed by sufficient hard power, such power may be needed to convince them that you are serious, strong, determined... thus they can't play Mafiosi style against you. Due to history and values, those folks definitely appreciate more the hard power... I may say that they only appreciate an overwhelming hard power! Therefore among others China need to build way more "wind farms" in the western regions! And some further East Wind tech upgrades should be helpful. Btw China should be quite alert on bio attacks.
