Seems like the americans wanted to decouple as a bluff cuz they thought China depended on anglo american tech but when they saw that china would in all likelihood become autonomous in tech and self reliant, they tried to ease up on the trade war but needed a face saving gesture to eliminate tariffs (esp. since tariffs were killing anglo america with inflation) but since that was not forthcoming and anglos need to save face, we're in the predicament of ww3
But it implies moving towards "bargaining" (from denial and anger).
