The idea of sanction isn't to meet out punishment because you're angry (or at least, that's not the primary reason), the purpose is to change behaviour. This means the sanction have to be highly focused and just the right amount of pressure applied.
Do you see sanctions by the US change behaviour of China, Russia, Iran, North Korea or Cuba? If not then these sanctions have already failed their primary purpose. On the other hand it seems China's sanction is working and Lithuania is on the edge of flipping on the issue.
Continue to apply sanction after you've reached your goal because you're vindictive is not really a good strategy, it means your sanction weapon in the future is less effective at changing behaviour since the party on the receiving end will think "he's known to keep on sanction after getting what he wants, so why bother giving it to him".
Same sort of logic why PLA treats PoWs well instead of abusing them like Imperial Japanese Army. It makes it that much more likely that people will surrender in the future.
