CN can't counter US PR because somehow they like it. The only issue they have with US PR is that it is used against them.
Now add their incompetence and you get all their shit attempt to counter US PR.
Even if Chinese PR was effective wouldn't useful, I have seen many effective pro china accounts being relegated to the margins via social media algorithms. Not to speak about western control of the media in global south nations, they will usually finance elites to take over or setup media empires and then use those media empires as some big ass megaphone. Such a example is Rappler in the Philippines.

Doesn't help that a lot of Chinese counter PR is often in broken non native flowing English, that makes it sounds even more foreign for western audiences.

All of this useless bragging don't change this: CN is incompetent in the PR war agains US. There are multiples ongoing domain of competition between US and CN. You lose any domain you don't contest or poorly contest.
China is strategically sandbagging, think of it as leaving extra margin in the fuel tank, or national oil reserves...

Jia Hinds can outdo the Americans at PR but so what? Like they say, lip service and talk is cheap.

China can flip that switch and go on PR offensive when the time is at maximum advantage to do so for it...

Without the hardpowered to back it up even if you win the war of words, it does you zero good... just ask East Indians or the Native American Indians or Emperial Japan during WWII when the US dropped 2 nukes on it

Party officials are going to party schools to learn about party ideologies. Many are not very sophisticated when it comes to international affairs. Korean, Japan, Singapore also have very conservative Asian cultures when it comes to criticizing public officials, and yet they handle these kind of situations much better.

Party schools are the worst hives of scum and villainy in China. Don’t know if things have improved but they are pretty much places where well to do people flout their influences.

AI is the double edge sword here, it can be used for both fake content creation and for mass censorship...

This so called PR War is blown out of porportion (why is everything a war or labeled a domain now these days?) and will soon be relegated to dustbin of history, Im more concerned about China winning the tech war. Tech is everything. Soon AI machine can out-PR and out-Propagandize just about anything that humans can come up with, Zenz and Gordan Chang are like 25 Kyu level noob players compared to the AlphaMaster of AI... Think GPT3 or WuDao 2.0 but an order of magnitude better

At the end of the day, a PR contest is a PR contest, unless this PR can create a hard tangible asset that would grant the USA new technology that can defeat China on the battle field, then I cannot see how a war of words with China, whose priorities are not within the realms of a pissing match and more to do with ensuring that China can fight the USA on equal terms, is going to magically going to benefit China other then give China a temporary advantage that can easily be wiped away by the USA with their nukes whereas now they cannot because China can do the same in return. Besides, India is better at the whole PR thing then China and as you can see, it certainly did a fat lot of good given that they still think that bathing in cow piss is a curative.

This whole story has American intelligence written all over it. American and Western elites have been under severe attack by the MeToo movement. Epstein was obviously a CIA/Mossad spy who got caught red handed, and I wonder how many politicians are sweating about details that haven't been leaked.

Notice how it was covered by multiple western news agencies within hours of it being publicised. Unlike the real MeToo stories which took months to years before they were covered, and only became popular because of social media.

Look hard enough, and you'll find the American.
Look again at the topmost ladder of this news distro pyramid:

Western news market is dominated by only a handful of int'l agencies which supply absolute majority of all global reporting in western media, which then echo-chambered by local press.

Swear loyalty to the Party and protect the party at all costs.

If anybody tries to criticize the Party you shut it down immediately even if it’s not the best course of action. If anything happens, the party can back you up. Do that then your job and promotion wont be in jeopardy.

That’s pretty much the gist of Party school training when it comes to PR

They aren’t in a PR war with the west. Japan even get praised by the US for releasing nuclear waste water.
